Thank you for contacting Google, and for providing details about the issue you’re having on Google Play. Based on the information you provided, it appears you’re experiencing issue #5863686 from our known issues page. Users who are seeing this issue:
- Are located in Serbia or Croatia
- Are receiving various errors when trying to purchase apps on Google Play
- May have been able to purchase before, but now are completely unable to buy Android apps
We’re working hard to resolve this issue so that users in this country can download paid apps again; however, at this time, there is no workaround or fix available.
